Use the activity "SendMail" in a workflow.

Also: use the standard notifications/alters provided by TFS 2012/2013.

Looking at the "SendMail" activity there are the Host and Port attributes. Does it assume that credentials are not needed i.e. what if the mail server does require user name and password to send out emails?

Figured it out, I had to install an SMTP service on the TFS box configure it to reroute emails to an external service account while restricting the SMTP service to accept emails only from the TFS machine.

Can I send an email to a newly added user to the team project, as soon as he is added to the team project . (Added as a project valid user group) if SMTP service is configured. Can you guide me how the above can be done. - Thanks

adding a user to a Group results in
TFS 2013: IdentityChangedNotification
TFS 2015: IdentityChangedNotification followed by AfterAddMemberToGroupEvent
You can setup a workflow handling those events.
